Lukas Obermann 4236fa3804 feat!: adjust naming for compiles languages that dont create namespaces per file 
This includes a Proof of Concept in form of a Swift Package. Only one file had to be replaced, because I couldnt make sense of how else to do it. But it compiles.

This adds the option to build a cache from the database so that it doesn’t have
to be re-calculated every time. The first provided cache is a collections of new
applications and uses for skills.
